is this considered tacky? i see alot of poorly designed sites using this style sheet now. i used to think it was cool, but the more i visit "GOOD" sites, the less i see it.
whats the general consensus? was it just a fad or is it still in? does it depend on how well it is used or is it becoming as cliche as the 45 degree arrow?

my vote would be, it doesn't matter at all.
You can't control the color of the browser itself. So you just work in the space provided. If you want to color the scrollbar, cool, you get an extra 11px or so of color that fits with your page. Some people won't see it, but whatever, I can't think of a reason NOT to do it.
It does seem like a good idea if you have an iframe or something where the scrollbar appears in the middle of your page. Then the scrollbar blends into you page design better.

i say do it.
the biggest bummer about surfing on OS X is that you get the default gooey scrollbars. so i can't even see it.
