what is the best way to register
to all the major serach engines?Is there a service that can do it for you?

All I do when working on client sites is register to DMOZ. That's where Google pulls a lot of it's information from, and DMOZ implements new sites pretty quickly. Then, once you're on Google, you're on a lot of other ones like AOL and Yahoo.

How do you change something once it's on there. Like, Iam moving across country and don't want to be listed in a certain area anymore. Is it just changing the meta tags, or do they actually categorize by location. I know they say that if you submit more than once, you jeopardize being listed at all (and of course there is no contact info). Anyone know?

there are many angles, but most companies that charge you do the same thing that you can do. Google is the best, I got my sound loops site ranked third by them, just with popularity and hits alone.

Whatever u do DO NOT use a search submission tool - it will get u banned. Use DMOZ and in a short while google, yahoo etc will pick u up.
