I just scanned in something from a magazine but those little dots are appearing.
anybody know how to get rid of those?

get your hands on the original.
there are no easy fixes for that. try the despeckle filter. but that will screw up other things in your piece.
demand original art or explain the loss in quality before you even scan.

actually just mocking something up - that's why I'm using the magazine

mm... then give that despeckle filter a try. but it wont really do a whole lot for increasing the quality.
you can also play around by duplicating the layer and moving it over a couple of pixels and then changing the layer properties (multiply/screen/etc.) but even then, it is a bit of work to get it to look right. and you may have to repeat the process a few times to get close to what you want.
any way you look at it, you will have a lot of tweaking to do on little parts... depending on the quality you want.
