"The current "powers" (USA, Europe) have allowed many dictatorships to happen over the past decades. The rich
countries (foremost the USA) have supported many oppressive regimes over the
past 2 decades (Nigeria, Chili, Argentina, Iraq), and crimes against humanity in Rwanda, Bosnia and Cambodya. These countries returned to democracy after incredible suffering and crimes. Europe also stood by and watched it happen. Most of the money stolen under dictatorships finds it way
into investments in Europe and the USA, and much personal stolen wealth has ended up in Swiss Bank accounts for individuals. Dictators and criminal human rights violators end up in comfortable exile in Europe (France and Britain, for
example) and the USA, and await their chances again. The West is just as guilty as the faulty regimes in the developing countries. The Swiss and
international Banking accounts should be easily tracable in this day and age, and then "recovered". In spite of all the righteous posturing by the USA and Europe nothing happens, and the misery continues. As a whole the Rich World spends less than 0.5% (yes, less than half a penny!!)
of its annual income on developing countries. Much of this "aid" is subsequently "missing" or failing to have much impact due to bad governance and because it is rarely "sufficient to make a dent in poverty". Yet, this is
tolerated if the countries remain allies of Europe and the USA. The "less than 0.5%" finances all the efforts and activities by the United Nations, the World
Bank, the IMF and all the bilateral aid. The USA for example spends less than
0.1% (!!!) on helping the poorest countries. Most of this is in the form of weapons and arming foreign "friendly" powers. The biggest chunk goes to Israel, followed by Egypt. Weapons are also sold by Britain and Europe. This is a big
industy for the "West", and has helped to arm most of the regimes who are now being "ostracized", including Iraq."
