I am trying to build a popup menu in the toolbar or my template. When I start a new page from the template, the menu does not pop up. I just sits there and does nothing. Anybody know whats up with that? Is it impossible to put pop up menus in a dwt?

Did you include a path to the script? ... Are you using a javscript to open new browser instances?
