Does anyone know of a piece of software that can restrict your bandwidth - for local testing of website load times / checking Flash preloaders etc?

Not wanting to teach you to suck eggs, but have you tried using the bandwidth profiler in Flash?

Anyone? Anything else? I need to be able to test streming video and see how long pages take to load etc....

I know this is little use, but there was a thread recently about 'handy software' (can't even remember the title!) and *somehere* in there a throttler was mentioned. I need a copy myself, which is why I remember..
