you don't need a computer to design stuff. Just have nice ideas that other people like and be able to express & use them practically.

5 to 8 years working with the word "meh" and sub categories of "bah", "yum" and "as if."

if you expect to make a decent salary working as an interactive designer these days, aside from the standard applications, you need to be fluent with html, css, javascript, and actionscript.
for print it's similar, the common software applications including quark or indesign, and plenty of experience with pre-press.

I think a strong understanding of photography and film is important. Imagemaking that really communicates something.

If your designing for something you should understand how that thing works and at least some of it's possibilites and limitations.
