currently, the only way i know how to do this is by using photoshop, the zoom+pencil tools, and generally a whole assload of layers and painstakery (especially when i do isometric 3d, and with shadows all over the place).
is there an easier way, or is this pretty much the way everyone else does it? any windows-based programs specifically geared towards pixel gfx that i should be introduced to?

i usually find an icon-making program, such as microangelo or axicons easier..

You can use ms paint in your accessories under start menu. Though you can't save your palettes.
