most digital cameras have the panoramic feature built in, so thats all you need to start.
but for best results, there is this lens you mount into the camera, and it takes a warped 360 degree photo of all of its surrounding exept about 80 degrees it cuts out from bellow the camera were you can hide while you shoot.
then with software, it unwraps the pic and converts it into quicktime vr format.
so, for the photo it needs to be a sequence of photos, or the special lense for best results.
and for creating VR you need the proper software, most software out there only come for mac computers, but there are for pcs also.
it can also be done in flash using the same method and a downloaded source from flashkit.

do you mena the panorama or the object ones?
panorama: you can get a tripod moun that has a verneer(sp?) guage on it so that you can take a whole mess of pictures and the stich them together in some program (don't know the name)
the mount also pivots at the focal point of the camera, so that there is no distortion form having the focal point at different places..it's not really nessasary, you can do it with a regular tripod.
object one, where you spin the object:
take a bunch of picutres of the object form different angles, voila!
can be done by marking positions around the object, or by rotating the object after each shot.
easy as pie. make sure you lock(or at least don't touch) your zoom and focus, otherwise your pictures might end up all weird.
