Its supprising how much of the nation is controlled by corporations. The government can't do much about school dinners because they are contracted out to private firms.
It is hard to determine how much power the government has.
Our bins are collected by a German company I think.

The flip side of this...
Our green recycling box is organised by a charity set up by local residents who make a profit and donate the money to local charities - so in a way I'm glad the council never took the initiative.
