It's obvious if your car has out of state plates it will make the police curious. Same everywhere.
In EU some countries have enormous excise tax on cars, ie. Ireland's about 30%. You can co-own a car with someone from a different EU country and have the plates from there, but the police sure will bug you more than other people.
