Yep, thats for regular workers. Don't get me started how they tax you to death if you run a company and have employees. It's absolutely crazy, and almost not worth it. To pay somebody 1K costs the employer about 4K in taxes and other stupid fees.
AND THEY TALK ABOUT HOW TO DEAL WITH MASS UNEMPLOYMENT! FUCKING IDIOTS!
