actually, call them up and ask to speak to their press officer.
Say you are from the local press (or even better - national press!)
say you are writing an article on unfriendly and insulting civil servants. And that you are following a lead on someone who wrote an insulting reply via email to a graphic designer (i.e. you!). Name that person, and ask questions "So what is your policy on public relations? Do you think this is acceptable behaviour?" etc..
And then just relax and wait till that person gets into shit.
