Yes.
Install and run the iPod software CD before connecting the Shuffle (PC) or it will mount as a disk before the firmware has a chance to install.
Check 'enable disk use' in iTunes for it to be recognised as a disk and don't worry about allocating number of songs/disk space quantities in iTunes it'll use however much space is available for each regardless.
