What about: First create the no fill circle. Then create a no fill text box. Then move your type cursor into the top left corner. It will blink the insert point. Type into no fill text box. Tell circle to move to front . Select both items. Choose Object/Text Wrap. You must convert to paths before pasting into Photoshop, though.
