yes - especially if they were colored toy-like ties. look, if you're going to 'think of the children', then do it to the fullest extent. these cases happen all the time and are the result of numerous reasons. if you want to analyse those reasons and search for the root problem(s), go ahead. and while you're working on a solution that might help avoid a heaping 15% of similar cases, something will still have to be done to restrain these kids, to calm them and keep them from disrupting others.
but one thing is for sure, you don't let them sit there and throw their tantrums. the problem will just get worse, and as an authority figure, you're setting the wrong example.
and for all you parents out there who are getting your diapers in a ruffle about putting this child in handcuffs, i admonish you to do your part, as uber-qualified parents, and adopt these problem children, so they can be raised properly and hopefully, one day, lead normal lives.
