i really think it has everything to do with being well known or not, you can make that same analogy to agencies as well, some just can stipulate the perimeters more than others. purely based on one being more well known than the other and not perse based on quality. as a living example, i know a client that wanted to be represented by kessels & kramer, not that k&k is one of the best but just because it's kessels & kramer.
