his scud missile arsenal is perfectly legal. they are conventional weopons and are not equiped with bio or chemical weapons.
and as far as his reasons behind the war go, they are as follows:
1. controll of the second largest reserve of oil in the world.
2. distraction from the failing USeconomy
3. revenge for when Saddam tried to assassinate bush sr.
4. massive pressure from the Israeli lobby to oust Saddam.
