Yes Iraq has the second largest reserves of oil of any country in the world, the reason they can't look after their own people is because they aren't allowed to buy any medical supplies. They are allowed to trade oil for food through the UN, although that has only been permitted recently.
Of course the other reason is because the government doesn't want to spend the money that they do have on the people.
Saddam needs his people to suffer so that he can blame their suffering on the sanctions.
Same reason the Allies bombed that bunker in the last gulf war, The Iraqi military had placed a transmitter on top of the bunker to make it look like a command centre. So the Allies blew it up and Saddam has lots of lovely propoganda. The real command bunker was 300m down the road with a long cable running to the transmitter.
He's an Asshole, but his people are just pawns in this.
Whether the real reasons for this war are oil, weapons or ego, they still have very little to do with the people who are going to die.
