A wedding photographer doesn't hand over his negatives. Designers who hand over the flas create clients who expect the fla's. Don't do it.
It's not entirely about $... It's also a matter of design integrity. The design often becomes ruined once the source files are out of your control.
Your contract should cover a buyout price if you were inclined to present the assets for their use. For some developers buyout isn't an option as they build on code that isn't for sharing.
Bottom line. You aren't obligated to give the source files unless it is clearly stated in a contract that they are for sale. Not the other way around.
I'll say this again... A wedding photographer doesn't hand over his negatives. It's the closest comparison I can think of.
