Design and production are two totally different jobs. A designer would do well to have some skills in production and vice versa, but by no means are they the same thing, and in no way is it a good idea for an aspiring designer to begin their career in production unless it's CLEARLY understood at the outset what their expectations are.
And production artists are not the lowest on the ladder - if anything they are on a different parallel ladder. Our studio would be in constant crisis if it wasn't for the incredible skills, expediency and organisational abilities of our production guys. Most of them wouldn't touch a design job if you put a gun to their head, they like their well paid, non creative jobs just fine thanks.
Some days, when I have a bad caase of designerrs block, I look over there and think "that'd be the life".
