    i think this only happens to people with creditcards, or who get credits from Paypal itself.

    i am just the most basic paypal member, i only spend the money i have and only put it there via bank transfer and never have more then 200 euros on it at a time..

    never had any problem at all.. even switched email addies..

    i don't really understand all the negativity. it's been very helpful for a non-creditcard owner like myself..
