I don't think the US has violated any UN resolution here. 1441 already covers our ass on this one as does the terms of surrender that Saddam agreed to over 12 years ago.
France would have vetoed any new resolutions on the table because they have blackmarket oil contracts with Saddam for WAY below fair market prices. I think it's safe to say those won't be honored once Saddam is gone. Even if Iraq had invaded France they would have just welcomed them with a bottle of wine and a croissant anyways. Ungrateful bastards.
