Australia relies heavily on the US for its economy/business relations. The AU market and dollar value rely very much on the US. Sending troops to the US also shows that Australia isn't a lazy-ass nation that doesn't contribute to the world when it's needed.
I think John Howard is doing what is best for his country's long term relations, economy, security and for what he personally believes in - it's just that a majority of his country disagree with him.
