you may not be able to do it this time, but I usually set it out like this:
Before you start, have a contract specifying when you will have the designs complete, along with the # of changes you will do.
Then when the date is approaching and it looks as though their nit-picking will prolong, I tell them I am starting a new project the next week and that if they don't decide it will severely prolong their project, and that I am going to charge extra for changes.
Usually motivates a bit more consensus.
