Let's spell out the scenario, shall we. I'll call it "tag 'em now and bag 'em later".
Urban warfare environ. Couple of snipers. Hit the leaders and troublemakers discretly with this baby. In an hour send out a few unmanned flying drones with guided missles. Eliminate the "target" sleeping that night in bed, far and away from the crowd.
