Little clue, a gang is only a gang if 5 people consit in that group, anything over 5 would already be a herd, because if they actually did come running at you, boy, your scrwed.
Think of abilities each individual should have.
I thought of a mafia consisting of various groups of 5. In that matter its hard to pinpoint the do'g'father. Because each group will have, and all g would from the decision forming comitee.
