isn't there a site completely dedicated to making petitions? Not sure if it suits what you need, but hey what do I know.
As far as the Bush administration's visits to Canada, So far they've only been PR moves to try and show the world they are mending fences - but with no substance.
in Bush's last visit they did not:
a) accept an invite to speak in parliament
b) field any questions from the media outlets here
Basically come to speak rather than to talk.
