Man, here in halifax there are some really sweet places that are older townhouses (converted to apartments) that are owned by people that are not looking to get rich...sometimes they are tought to find though...
Another thing is that a few years back there was a lot of promise about a boom in offdhore oil and gas. Alot of companies put up there condos and apt. buildings. Things are still looking up, but not to what they thought, so there are a lot of apartments around...
