Can all good designers draw well?

No. Natural drawing ability and being a good designer are not mutually exclusive.
On the other hand, I'd say that it definitely helps. I wish I was good at drawing, but I am not.
I do however think that one must draw type to be able to fully understand it [not necessarily draw it well, but more as an excercise].
