first off youll want to cut out the subject and place on another layer, use different brushes as mentioned here

and/or
http://neondragonart.com/dp/tuto…to create the order, size, and shapes of your sparkles using white paint
duplicate that layer
your layer order from bottom should be background, sparkles subject sparkles
erase any of the sparkle from the top layer that intersect with the edge of the subject to give the effect that the sparkles are surronunding the subject
finally use the channels on the sparkle levels to fine tune your color
or
use the select all nudge function to select your sparles and fill them in with a new color on a new empty layer allowing you to use layer styles ie multiply screen and opacity to determine your sparkle colro and intensity
you should have 6 layers at least back ground subjuect and four for sparkles
