santa ana is great - CSUF's Grand Central Art Center is right in that area.... however Santa Ana is in Orange County which is about a 20-40 drive to LA if you don't mind a traffic laden commute.
There is also a great arts community in east downtown Long Beach which is about 20 north up the coast but far enough south of LA to avoid the craziness.
