make a small (8-15px) square in photoshop, use the pencil tool to make a asymmetric design...
select the entire square area, copy merge it, make a new psd doucument its size, the select the entire area again, chose "define pattern" from the edit menu...
open a new psd, make a new layer, chose edit>>fill, in the fill dialog box, chose pattern from the pulldown, select your pattern, hit ok, there you go....
if you want to use your pattern as a html bg, just export one indiviudal square as a gif or jpg, and set it as the bg image, it will be tiled properly...
