I knew of a 20/28 couple while I was in college actually, and I got warning sirens from it then. the relationship imploded in an annulled marriage. so my guts instinct wasn't too far off. basically, the 28 guy wanted to settle, the 20 girl didn't.
it's just that between 20 and 28, people are in different stages of their lives. I wouldn't call it unfair but it is unsettling a bit.
