Spam is always a never-ending war ... you can try to be clever, and write a PHP or perl script that will process your logs and auto-generate the .htaccess file for you, or you can ignore it, because it's not really doing that much damage 90% of the time (unless it's so common as to DDoS you - in which case, track the IP and call their ISP).
Bottom line - just like all spam, it's persistent and annoying, and you're going to have to either put up with it, or find some way to automate the killing.
