It used to be just about the heads getting up, living in their own little word with their own little drama.
Then suddenly it seeped into other media, mainstream took notice and started borrowing from that whole genre. The heads are still out there, but now there's a whole new generation of kiddies doing it who bring a whole new outlook (good or bad) to the game.
Graffiti is as old as mankind tho, it'll be around in one form or another forever.
