1. Download high res image of rising sun logo.
2. Go to Best Buy or Whatever and buy Flash MX 2004 (don't believe anybody when they tell you ol regular mw ill do, buy the whole meal deal. Studio will do a better job of it too.
3. Do a trace on the image and it converts it to vectors.
4. Save the file as a swf
5. play the swf and do a screen cap.
6. With the new file, open up Illustrator (If you don't alerady have it, go to Best buy and buy the whole CS suite, it does a better job than the plain Illustrator
7. Trace that bitch.
8. Save the file and Voila!
