do you have your motherboard cd? if so, pop it in and see if it has a motherboard utility that would allow you to overclock it. if so, you can theoretically 'underclock it'.
I have a Gigabyte Triton board and I have a utility like that, it runs in the system tray and monitors processor speed, fan speeds, cpu temperature and so on. if yer on a mac, I have no clue.
