You know I was thinking. Since the Tsunami disaster, and Blair and Brown talking about putting poverty on the global agenda, and the WTO conference and G8 and Bill Gates and Bono and all this talk "this is Africa's year"
That we are seeing the beginning of a global welfare system. I mean nowt to show for it yet, but just the talk of the moral responsibilty owed by the rich, similar to the talk of moral responsibility during the last days of victorian laissez faire.
