danthon -- first of all, personally i'm not concerned. i opted out of social security 5 years ago by forming my own sub chapter S Corp.
I can't remember the exact number, but I think the total percentage that would be privatized is 3-4%. The rest would still be in the governments hands. On the whole I think it's a good idea. The private sector is far more responsible with money than government.
There are too many details to discuss, but I think it's a valuable lessons that Americans need to re-learn. You are responsible for what you make of your life. When you get to retirement age, the money you save should be yours. And it should be your responsibility to handle it and to be educated enough to be able to do so.
