well, to throw in my 2 cents again, if you look at the oldest principals of conservative politics you will see that they are the most hesitating in "modifying/tweaking an existing mechanism/system, unless all other options are exhausted and then still all consequences of intervening in an existing self-controlling/governing system must be calculated"
well i am not sure if i translated this well, but i have read a most interesting article on this in a Dutch (conservative) newspaper..
it seems rather contradictory to Bush's agenda..
