i've done it changin my account address to spain, then creating a profile, then erasing the profile (it seems as if you are closing your account), and then re-logging and re-creating my account again.
the account it's actually erased, but they keep everithing for a month or so, and when you reload you automatically "get" the 250 megs.
that's kind of the process.
