i'm not really sure why you're so bothered.. you contacted him twice and he never contacted you back. sure he (or someone from his IP) is stalking your site, but that seems to be pretty harmless.
the bottom line is he never contacted you back for whatever reasons - not interested, shy, too busy, whatever - none of which makes him an attractive individual to date.so ignore him. let him stalk you but don't stalk him back.
