Doesn't websafe also mean that the color should work on all operating systems and computer platforms? I mean colors will always look different due to differences in monitors, but the exact colours should be implemented as native in all the different graphics cards' hardware. So it is not the question of how many colours you have, but rather which exact colours you have. Of course the relevance is diminishing all the time.
BTW: Why is it so hard to make flash bg the same color as html bg? I see too many sites with that annoying difference in shade.
