Like most client problems, this one is caused by the client reading an article in the news. A while ago there was a company that claimed to have the patents on the JPG or GIF format, I can't remember which. They also claimed that they were going to try and reap royalties for the use of the format.
However nothing ever came of it, except a lot of confused clients who think they know about IP law. Just explain to him that he is, in fact, wrong.
