the CC transaction part might be a bitch.
Regarding that, the implementation of CC transactions is much harder [unfortunately], there's a lot of bureocracy [in comparison to the US] and the usage of CC is not as widespread as in your country. A permit might be needed?
But the the rest, is just a question of playing with the db, storing the user's purchases, CC info, items looked,....
