son,
you pretty much can do it with just about any middle of the road modern computer (Apple 1.8Ghz or Intel 2 GHz would be my guess of minimum specs with a decent supply of RAM). You don't build (no pun intended) it out 1 for 1..I did a few billboards and I believe you do something around .5in per foot...so a 60 foot sign is 30 inches or so.
