I'd really love to help you with this but I just don't see the problem your having. maybe you could take a screenshot of each scenario for me and I could see exactly whats happening. I honestly have always been able to fix any image problems in flash by:
1) making it a png
2) making sure its set to lossless/png
3) turning off smoothing
4) and making sure the dimensions like width, height, x and y are on whole integers.
5) sometimes add 1 pixel to the width and height and it makes it look perfect.For instance, I made this http://www.graphicdefine.com (keep in mind that this site is in beta). The flash on the left was a little off in flash so I had to make the width and height one pixel more.
