you know, i had this problem too, and it annoyed the crap out of me. i decided after hours upon hours of testing that it was a bug. of course i could be wrong.
i had a nice clean jpeg for a friend of mines site that had very smooth edges. and as soon as i moved it from the first frame to the 5th frame, it would degrade in quality. particularly the contours in the image would turn jaggy. this doesn't even happen when you toggle the quality from low to hi within a movie. not sure what the deal is exactly. one thing that i don't think i tried was clicking on the image properties in the library and setting it as a losless ping. maybe that'll help. let us know if you figure it out.
