you can use Flash for sure, I have done it many times. You can now import video quite well with Flash MX, Flash 5 not that great. I would for sure think about using Sorenson Squeeze, a compression tool. Develop and export a regular .swf, then within that .swf export as a .exe file (Windows Projector) burn that and poof you got something.
